Who needs a visa?
For Estonian citizens
Estonian citizens may enter Ukraine without a visa for up to 90 days within a 180-day period. Before travelling, it is necessary to check the latest security advice and border crossing conditions.
For EU citizens
Most European Union citizens benefit from visa-free entry for short trips to Ukraine — up to 90 days within a 180-day period.
For Russian citizens
A visa regime applies to citizens of the Russian Federation. The application procedure and the possibility of obtaining a visa must be confirmed with the Embassy of Ukraine in Tallinn.
For stateless persons
Stateless persons and holders of an Estonian grey passport must obtain a visa in advance through the Embassy of Ukraine in Tallinn.

Visa-free regime
If visa-free entry is available for your citizenship, a separate visa application is not required. We recommend arranging travel medical insurance for the trip in advance.
Application form assistance
We can help complete the visa application form for Ukraine. To complete the form, documents confirming the purpose of travel, a passport and an ID card are required.
Processing time
Completing the form at our visa centre usually takes no more than 2 working days. If all documents are in order, the form may be completed immediately on site.
To submit an application, an appointment at the Embassy of Ukraine must be booked in advance. Waiting for an available slot may take several weeks. Booking through Viisa.ee is currently not possible.
A visa decision is usually made within 1–2 weeks from the moment the application has been accepted for processing by the Embassy of Ukraine.

Before departure, check the operation of border crossing points, transport connections, Estonian MFA travel advice and the rules for crossing the Ukrainian border.
Required documents
1. For Estonian citizens and EU citizens
- A passport suitable for travelling to Ukraine.
- Medical insurance for the entire trip.
- Proof of the purpose of travel: invitation, accommodation booking, business documents or other confirmations.
- Itinerary documents: tickets, transport details or information about border crossing.
- Proof of sufficient financial means for the period of stay.
Even with visa-free entry, the border service may ask you to confirm the purpose of travel, itinerary, financial means and medical insurance. Border officers also have the right to refuse entry without giving a reason.
2. For Russian citizens
- A valid foreign passport.
- A Ukrainian visa affixed in the passport.
- A document confirming the purpose of travel: invitation, humanitarian, family, business or other grounds.
- Medical insurance for the period of travel.
- Proof of sufficient financial means for the period of stay.
- Documents related to the itinerary and place of stay.
A visa regime applies to citizens of the Russian Federation. The possibility of submitting documents, the place of submission and the list of required documents must be checked individually. Having a visa does not guarantee entry to Ukraine.
3. For stateless persons and holders of an Estonian grey passport
- An alien’s passport or another travel document.
- A Ukrainian visa affixed in the passport.
- A valid Estonian residence permit.
- Medical insurance with coverage meeting Ukrainian requirements.
- Proof of financial means.
- Proof of the purpose of travel: invitation, accommodation booking, business documents, family grounds or other confirmations.
- Travel itinerary and transport documents.
Requirements for stateless persons must be checked individually. The current list of documents and processing times must be confirmed on the website of the Embassy of Ukraine in Tallinn. Having a visa does not guarantee entry to Ukraine.
4. Additional documents and special cases
- For minors, a birth certificate and consent from the other parent or legal representative may be required.
- For visits to relatives, an invitation or documents proving the relationship may be required.
- For a business trip, it is recommended to have an invitation from a Ukrainian company or partner.
- For transit, documents proving the right to enter the destination country may be required.
- For work, study, medical treatment, volunteering or long-term stay, tourist rules do not apply — the requirements must be checked separately.
